Janice Carter has joined Lawton Public Schools as assistant superintendent of Educational and Student Services.

She will provide leadership and oversight for all departments under educational and student services, including curriculum and instruction, special education, health services, and other special programs.

Carter said she had visited Lawton during the past six years and saw a great opportunity to contribute to the Lawton Fort Sill community.

“I always wanted to provide more impact to more students on a larger scale. I saw this as an opportunity to do that,” she said.

Carter, who has a Bachelor of Arts degree in communications from Howard University, brings more than 25 years of educational experience to the district, including extensive experience in special education. She was director of Special Programs at Fort Worth Independent School District from 2023 to present and served as executive director of Special Education Services at Fort Worth from 2020-23.

Before joining Fort Worth Independent School District, Carter was executive director of Special Education Compliance at Inglewood (Calif.) Unified School District from 2018-2020 and was site administrator/principal for a regional Southwest Special Education Local Plan Area consortium program for students with significant behavioral needs. She also served as principal in the Los Angeles County Office of Education from 2016-18.

She has a Master of Arts degree in special education and a Master of Arts degree in educational administration from California State University and a Doctor of Education degree in organizational change and leadership from the University of Southern California .
